did you note that putting backgrounds over 3 means that you have to pay two freebies instead of just one? No This is hard... I'd only just managed to pare everything down to the point I could afford it

So... virtues. As I understand it: 1. The two highest give you willpower 2. You can spend willpower to get dice equal to your score in a conviction, in a relevant situation 3. You have to roll *not* to act in accordance with your conviction
The system claims that having a 1 in a virtue means you are "deficient". But there doesn't seem to be any mechanic to represent this. In other words, having a valo(u)r of 1 doesn't make you less brave, except it situations where you need to spend willpower to get extra dice, i.e. truly dire situations.
Am I right, or is there something I'm missing?

well, virtues are sort of a measure of the character, they're somewhat similar to alignment in DnD in that they should provide a rough outline of how a character might be played.
in some situations you may have to pass a virtue roll to act a certain way, which could be tough if your virtue is only 1. conversely sometimes you have to fail a check to act a certain way.
and you can channel willpower through any virtue, not just conviction. i should also mention that we;re saying that characters roll their primary virtue to regain willpower, rather than necessarily conviction.
