Here's what I'm proposing to do with regards to the cases you guys will have... at least in the beginning. I want each case to be reasonably self-contained (episodic) though, naturally, with some repercussions carrying on over the series.
Case 2 is a fixed case - following on from something Mist found out during his prelim investigations (see below for teaser).
For subsequent cases I want to try out a system whereby you can pick an envelope with a case, each envelope being marked with a variety of descriptors to help you decide (e.g. mission type, reward type) and so can figure out how to divide yourselves along those lines.
I'm envisaging that most cases will be a reasonable even Heaven/Creation split, though there may be time when you'll want 2 teams in one location to cover more ground, etc. I would think that team splits remain stable within cases with any movement taking place out-of-session (if only for ease of organisation).
I am also thinking you will need to keep each team abreast of what's going on, so I will come up with a means of communications to faciliate this (unless 2 folk are going to take Instant Messenger)
Case #2: The Case of the Missing Moment
With the return of the missing hand, things are back in place and the Clock of Night can carry on being this mysterious rumour for the gossipmongers of Heaven. But not everything has fitted back so neatly... there are still cogs out of place and missing pieces have a tendency to snarl up the works eventually...
A Celestial memo sits in a drawer in the Bureau of Heaven. It should go to the Bureau of Humanity. It is marked for Chronizon's attention. But still it waits to be delivered.
A ghostly shadow rifles through the desk, its gloved hands pausing as it touches the document. "Now this *is* interesting," whispers the shadow to its companion. "Fleet Perception has gone missing." The shadow turns. "You know what to do." The companion nods and leaves, flowing across the office like liquid night and into the deserted corridors beyond...
