I like it, yeah - though I don't know much about Demon really. I think that the mini-dots should be freely distributable as long as the player can justify it; there's no need for an explicit rule when the ST can just say "that's nonsensical in-game" if necessary, and make the player put dots in properly. Which is essentially what you said here: Though I think implementing a rule about how different each one can be is a good idea... Yeah. I'll probably do this on a case-by-case basis rather than trying to come up with a general rule and cover all possibilities. Also... You might as well just have a background called 'Background' really. ... I am so putting that in my WoD campaign.

In a way - although they don't have Backgrounds as such (until I crowbar them in). Perhaps I could get away with a spell that just does pretty much anything? I could call it, maybe, "Wish".

The Fallen have ranks: Archduke, Duke, Baron, Overlord, Lord, Fell Knight, and commoner. No Demon of rank Overlord or higher has yet returned from Hell, but that hasn't stopped some Fallen from proclaiming themselves Barons in their masters' absense. If a character has at least two dots of Fallen Eminence, they may have been a Fell Knight before the Abyss - at three they might have been one of the weaker Lords, but are more likely a distinguished Fell Knight. Whether that title is currently recognised depends largely on their Modern Eminence.
Not all high-Eminence Demons have rank: some ministers prefer to act from behind the throne rather than on it.
No-one gets to be a noble unless they have a cool title like The Baron of the Ever-Hungry Inferno.
