Trouble is, he's a huge utilitarian, so he doesn't care how much blood he spills if he's convinced it will be for the greater good]

[Azir's not that nice but more because he's not actually much of a people-person - despite being a doctor. He understands people but sees this more as a way to manipulate them. It's the challenge that interests him, if people benefit then all well and good. He's a scholar and theoreticist first and foremost.
But he's very much open to ideas and, once convinced - as Fox has done with the notion of U/S worship and Kairos with the grand society - he will scheme and plan and twist whatever comes along to meet those goals.]
